Introduction
1.1 The Prevent Duty Guidance came into force on 1 July 2015 and was updated on 31 December 2023. It places duties on schools and registered childcare providers around keeping children safe and promoting their welfare.

Purpose
2.1 To be both effective and lawful, early years providers must meet specific legal duties including those arising from the Prevent Duty. This sets out the need for ‘British Values’ to help everyone live in safe and welcoming communities where they feel they belong. These British Values are defined as:
- Democracy
- The rule of law
- Individual liberty and mutual respect
- Tolerance of those with different faiths and beliefs
2.2 MPS demonstrates these values through the management and implementation of the EYFS, and through policies and procedures relating to equality, behaviour and safeguarding, with which the Prevent Duty and British Values is consistent.
2.3 MPS ensure that they share these values, and that they are understood and applied by all staff, committee members, volunteers, and where appropriate, parents/carers and their families.

Procedures
To fulfil the Prevent Duty, MPS must ensure:
3.1 Staff focus on children’s personal, social and emotional development, ensuring children learn right from wrong, mix and share with other children, value other’s views, know about similarities and differences between themselves and others, and challenge negative attitudes and stereotypes.
3.2 Staff are alert to harmful behaviours by influential adults in the child’s life. This may include discriminatory and/or extremist discussions between parents, family and/or staff members.
3.3 Staff take action when they observe concerning behaviour.
3.4 Staff are able to identify children who may be vulnerable to radicalisation, and know what to do when they are identified.
3.5 Staff assess the risk of children and/or their families being drawn into terrorism, and work in partnership with local partners such as MASH, NSCP, Channel Norfolk, Prevent Co-coordinators and Family Support Co-coordinator to take account of local risks and respond appropriately.
3.6 Staff make referrals to MASH or NSCP if there are concerns that a child may be vulnerable to being drawn into terrorism or extremism.
3.7 Staff assess their training needs in the light of their assessment of the risk.
4. RECORDS AND MONITORING
4.1 If staff are concerned about the welfare or safety of any child within the setting, practitioners shall record their concern on the agreed report form ‘Person Vulnerable to Radicalisation (VTR) Referral Form’ and give this to the Safeguarding & Prevent Lead/Deputy Practitioner. Once completed, the Safeguarding & Prevent Lead/Deputy Practitioner will e-mail the VTR directly to the MASH team to await further action/instructions.
4.2 All Child Protection & Prevent information/records will be kept in a separate individual, confidential loose-leaf file in a secure cabinet and not within the child’s general file. The Safeguarding & Prevent Lead/Deputy Practitioner will keep these files confidential. Any information within these files will only be shared with those that need to know in order to protect children in line with the referral process. Copies of referrals will be stored in the file.
4.6 All staff and committee members will sign the Child Protection & Prevent Policies when amendments are made and therefore ensure the requirement of confidentiality.
